Note: There are only two packs in the lands currantly (11/06/09), so a few more packs can be fit into the lands. A pack usually has one Alpha and one Alphess, both mates (The wolf's word for married). Sometimes there can be just one leader. Alpha or Alphess positions can be filled in to an already existing pack if they are free. That aside, it is more reccomended that you just join a pack rather then make one.
